From the L.A.-based group that cranks out the Panda Express fast-food Chinese joints, Panda Inn represents the sit-down restaurant side of the chain. The San Diego site sits atop downtown's Horton Plaza shopping mall and boasts one of the area's most scenic outdoor patios. Suggested starters include salt and pepper prawns, lettuce cups, mu shu pork or chicken, and sesame baby back ribs.
